Could anyone could translate this for me? I don't trust myself or an online translator to do it, so I would really like an actual person to look over it and offer a legitimate translation. No kana, sorry. :-/

It is a poetic expression, and literally means "in the time that scatters." I would translate it as "as the time slips away."
So, the entire sentence translates as: "If I could meet you again as the time slips away, I would like to sleep in your arms once again."
.|||It says: "If I could meet you again, I want to be in your arms once more."|||it means, legalize marijuana.
