How would you translate this- Japanese to English?

I am trying to translate a novel, and the expression, 'あると言えばあるけど、ないと言えばない' came up. Can anyone give me an accurate translation of this? My Japanese teacher does not speak English and couldn't explain it very well to me, but she said this was a common expressoin.
